At the prestigious RISE Conclave held in Chennai on 14–15 February 2026, a landmark Umbrella Memorandum of Understanding (MoU) was signed on 14 February 2026 between the Council of Scientific and Industrial Research (CSIR), New Delhi and the Hindustan Technology Business Incubator (HTBI) at Hindustan Institute of Technology & Science.
The MoU ceremony was graced by the Hon’ble Union Minister Dr. Jitendra Singh, Minister of State (Independent Charge) for Science & Technology; Minister of State (Independent Charge) for Earth Sciences; Minister of State in the Prime Minister’s Office; Minister of State for Personnel, Public Grievances and Pensions; and Minister of State for Atomic Energy and Space, Government of India.Dr N Kalaiselvi, DG, CSIR & Secretary, DSIR presided over the function.
Vice ChancellorDr.Vikas Misra, Director and Dean Research, Corporate Relations Team and senior Scientists had the opportunity to formally exchange the MoU under the R&DSTIR framework with eminent leaders of India’s scientific ecosystem:
A team of 10 Facultymembers along with 50 studentscomprising from different streams of HITS, Senior Professors, Director Research, Head- Corporate Affairs and Vice Chancellor participated in the event. With over 110 stalls and participation comparable to major national innovation events, the RISE Conclave 2026 signaled, a renewed push to align research, industry and entrepreneurship, positioning Chennai as a key node in India’s next phase of innovation-led growth.
This strategic Umbrella MoU establishes a structured pathway for seamless Technology Transfer (ToT), enabling CSIR-developed technologies to be facilitated to HTBI incubatees through defined and transparent mechanisms.
